Born 5 February 1876 in Penbryn, Cardiganshire, son of

Evans, farmer, and his wife. He was educated at Llandovery College and the Imperial College of Science, London. In 1896 he entered the Civil Service and was attached to the Inland Revenue Department. He married 1899, Kate Morgan. Whilst in the Civil Service he studied law and was called to the Bar at Gray's Inn in 1909. He practised
